Zhao Qing City is located in the Pearl River Delta, and was thriving as an industrial city. As with many cities in China, economic strategies were conceived and vast tracts of land were identified for further economic expansion, primarily of an industrial nature.
Waters Economics team members were economists for the planning consortium tasked with a concept plan for the development of 96sq km of land at the eastern end of the city, a master plan for 25sq km, and a detailed layout for 4sq km near the existing centre. The team was responsible for the regional economic assessment, the industry analysis, and governance arrangements for the concept plan.
Rather than focus on more manufacturing, the team recommended moving up the value chain to higher tech industries. Zhao Qing has successfully developed a high-tech industrial zone based on the recommendations and is considered a model industrial park for attracting foreign investment.
