Waters Economics is an independent, boutique economics & urban development consultancy based in Hong Kong and the UK.  We provide services in the economics of urban design and investment in land development, property and infrastructure.

Our clients include corporates in real estate, infrastructure, transport and the environment, as well as public authorities and statutory bodies, multilateral agencies and NGOs.

At the heart of our work is the belief that sound investment decisions and all-round better outcomes are achieved thorough continuous consideration of impacts on owners, users and the wider community.

Fiona Waters is the CFO of the ASCENT programme and works closely with the Urban.AV CEO and CTO in attracting investors and funding opportunities, business planning, to-market strategy and service scenarios for future mobility.

Value People specialises in business case development and investment appraisal, offering high quality, value for money consultancy support, scrutiny and review, training and mentoring services.

Adopting the HM Treasury Five Case Model and Green Book Guidance on Appraisal instills rigour in preparing policies, projects and programmes for government funding applications, as well as for private investment ultimately delivering better outcomes and value-for-money.

Waters Economics works with Value People, in helping clients prepare their business case for funding bids, in particular in supporting the strategic and economic case, including cost-benefit-analysis.
