Waters Economics is an independent, boutique economics & urban development consultancy based in Hong Kong and the UK. We provide services in the economics of urban design and investment in land development, property and infrastructure.
Our clients include corporates in real estate, infrastructure, transport and the environment, as well as public authorities and statutory bodies, multilateral agencies and NGOs.

Fiona is a Cambridge economist with a career spanning more than 25 years and 20 countries.
She is highly regarded for her insight and creativity in turning complex financial and economic issues into pragmatic objectives and actions.
Fiona is Adjunct Professor at Hong Kong University, department of Urban Planning & Design and is a Board Member of A Plastic Ocean Foundation.
COLIN ARNOTT
Director of Research
Colin is both a development economist and a strategic town planner with over 35 years experience.
Colin is a pioneer in the application of economics to spatial planning and land development. His ideas and approaches are replicated around the world.
Colin is a member of the Royal Town Planning Institute and a member of the Hong Kong Planning Institute.
