The 40ha West Kowloon Cultural District (WKCD) is located on Hong Kong's  harbourfront. The District is managed by a statutory body and includes world-class arts, cultural and entertainment facilities mixed with residential and commercial development, piazzas and a large city park.

Waters Economics team members have worked on a range of planning, financing, governance and implementation projects for West Kowloon. As part of the winning Foster + Partners consortium, Waters Economics team members led the financial, marketing and property aspects.

Team members led a major consortium to enhance the potential of WKCD through various measures, including development intensity and phasing, as well as funding arrangements.

Waters Economics continues to assist the Authority with future phases of development which includes arts and cultural facilities and commercial property.
