Thanh Hoa City is the capital of Vietnam’s third most populated but second poorest province. The objective of the strategy was to foster sustainable growth in Thanh Hoa City, targeting key infrastructure improvements to encourage the Province’s excess agricultural labour supply to move to the city rather than nearby Hanoi.
Waters Economics team members were responsible for the economic aspects. The project covered five infrastructure components: investment in key roads, water supply improvements, drainage and wastewater treatment, vocational training and tourism development.
Of particular interest and developed by Fiona Waters, was a new and innovative methodology for assessing the cumulative economic impact of a range of mutually reinforcing infrastructure investments.
