About 30% of households in Hong Kong live in public rental housing, which is developed and managed by the Housing Authority. Faced with an ageing building stock requiring ever-greater maintenance and resource constraints, the Housing Authority was considering new ways of delivering repair and maintenance services for selected housing estates.
Waters Economics team members undertook a business case analysis for a new service delivery model. This analysis included a thorough review of the Housing Authority’s existing procedures, local and overseas best practice, market sounding and the development of a new outsourcing model that included service requirements, commercial principles, risk management and an implementation strategy.
The study resulted in a business case report, including an assessment of the financial implications of adopting the recommended outsourcing model.
