Brazzaville, the capital of the Republic of Congo in Central Africa, has been undergoing significant economic development, including major infrastructure investment, since the early 2000s.

Waters Economics headed up the economic aspects of a development strategy and master plan for a major site northeast of the city centre.  This included the preparation of economic development scenarios, which drew on a comprehensive assessment of the drivers of change in Congo Brazzaville and the neighbouring Democratic Republic of Congo, as well as demand forecasts for setting the appropriate property development mix and phasing for the master plan.

ICAT©, the Industry Comparative Advantage Assessment Tool, which was developed by Waters Economics, was used to determine appropriate growth sectors and potential demand for the site over the short, medium, and long term.
