Comprehensive development plan for the prime waterfront district of the Cardiff Bay Development Corporation area. 

Waters Economics team members were responsible for identifying the major opportunity for comprehensive redevelopment and corresponding increase in economic potential, if permanent water levels could be maintained in the Bay.

As a result of this analysis, the strategy was radically redirected towards investment in a barrage to impound permanent water in the formerly tidal bay.  The barrage acted as the catalyst for the waterfront residential, office development and cultural/entertainment facilities that were successfully developed and complement, rather than compete with, the existing Cardiff town centre.

Cardiff Bay is internationally recognised as one of the early, now very successful regeneration projects where the presence of water was used to increase value and act as the catalyst for change.
